Committee structure

Full Council

All Councillors meet together as the Council. Meetings of the Council are normally open to the public. Here Councillors appoint the Leader, determine the policy framework, decide the Council’s overall policies and set the budget each year, in addition to decisions relating to other important Council business.

Executive Committees

The Executive carries out all of the Council’s functions within the policy framework and budget which are not the responsibility of any other part of the Council, as delegated by the Leader.

Statutory Committees

The statutory committees are responsible for making decisions on applications and matters relevant to the Council’s duty as a planning and licensing authority, in addition to any matters relating to the Council’s Code of Conduct.

Overview and Scrutiny Committees

The role of the ‘Overview and Scrutiny’ function is to develop and review policy and make recommendations to the Executive and Council. It has the power to ‘call-in’ decisions made by Executive Members, Committees and officers for further review and hold them to account as a ‘critical friend’.
