RESOLVED that the Minutes of the meeting held on 28th May 2015 be approved as a correct record and signed.

18 DECLARATIONS OF INTEREST

None.

19 THE LOCAL AUTHORITIES (STANDING ORDERS) (ENGLAND) (AMENDMENT) REGULATIONS 2015

The Deputy Chief Executive informed the Council that the Government had issued new regulations that provided revised arrangements for any disciplinary action taken against the Council’s statutory officers. 


The Regulations required the Council to make amendments to the Employment Procedure Rules within the Council’s Constitution by the first ordinary meeting following the Annual Council meeting. 

 

Council was requested to approve the changes to the Constitution and to appoint Independent Persons to support the Council’s Standards and Statutory Officer procedure rule requirements.

 

 

RESOLVED that:
(i) the requirements of the Local Authorities (Standing Orders) (England) (Amendment) Regulations 2015 be noted;


(ii) the updated Employment Procedure Rules, as set out at Annex 1 to the report, be approved and the Monitoring Officer be authorised to amend the Constitution accordingly;


(iii) the following be appointed as Independent Persons to support the Council’s Standards and Statutory Officer procedure rule requirements:
• Mr Roger Pett
• Mr Paul Sherar
• Mr David Seymour
• Mr Tony Allenby
• Mrs Vivienne Cameron

 

(iv) future appointments of Independent Persons be delegated to the Standards Committee.

23 RECOMMENDATIONS OF THE EXECUTIVE

25 LEADER'S ANNOUNCEMENTS

Leader of the Council, Councillor V.W. Broad

 

The Leader of the Council announced the arrangements that he was putting in place for the work of the Community and Special Projects Group in 2015/16 to be chaired by Councillor R.C. Newstead. The Group would focus on the following areas:

 

• advice and guidance to smaller charities and raising awareness of support offered by the Council and others;


• monitoring progress and updating Councillors in relation to the Armed Forces Covenant; and


• oversight of a new community assets fund available for Councillors to bid for local community asset projects.
 

26 MAYOR'S ANNOUNCEMENTS

The Mayor reported on the following:

 

• the success of the Civic Service at the United Reformed Church, Redhill, on 14 June which attracted more than 250 guests. The church kindly donated £200 from the collection to the Mayor’s Charity Account.

 

• how delighted she was to hold a reception for a large gathering of ex Service men and women at the Town Hall in support of the Armed Forces Flag Flying day on 22 June.

 

• the success of the first charity event at The Clink Restaurant, High Down Prison, Banstead which was oversubscribed with almost 100 guests and raised nearly £7000 for charity.

 

• Heritage Open Day to be held on Saturday 12 September when the Town Hall was open to the community as part of the Council’s contribution to this national event. Members were invited to volunteer on the day.

 

• the Mayor’s Volunteer Awards to be held at Gatton Hall on Sunday, 27th September to celebrate the voluntary work undertaken by the residents of the Borough during the year. The deadline for nominations was 14 August.
