77 RECOMMENDATIONS OF THE EXECUTIVE AND OFFICER KEY DECISIONS

RESOLVED that:


(i) the Recommendation of the Officer Key Decision Minute 3 (Acquisition of the Long Leasehold Interest of Unit 1 Pitwood Park, Waterfield, Tadworth, KT20 5HQ) be adopted;


(ii) the Recommendations of the Executive under:


(a) Minute 100 (Treasury Management Strategy 2016/17) be adopted;


(b) Minute 103 (Approval to tender and build a Mixed Use Development on part of the Town Hall Site) be adopted;


(c) Minute 104 (Overview and Scrutiny Committee Work Programme 2016/17) be adopted; 


(d) Minute 105 (Amalgamation of the Licensing Committee and the Regulatory Committee) be adopted; and


(e) Minute 107 (Motion from Council: Climate Local) be adopted.
 

78 STATEMENTS

Leader: Councillor V.W. Broad

  • Councillor V.W. Broad, Leader of the Council made a Statement in relation to the Municipal Journal’s Local Government Awards that had shortlisted the Council in the ‘Local Authority of the Year’ category and highlighted some of the achievements that had been captured in the Leader’s recently published Annual Report.
     
79 RETIRING COUNCILLORS

Council noted that Councillors N. Harris, A.J. Kay, P. Shillinglaw and B. Truscott would not be standing at the forthcoming local Elections on 5 May 2016 and thanked them for their services and wished them well for the future.
In relation to Councillors Harris and Kay, it was noted that they had completed 26 and 35 years service on the Council respectively and the Mayor presented them with engraved crystal bowls in recognition of their services.

 

Following tributes and responses it was


RESOLVED that the retirement of Councillors N. Harris, A.J. Kay, P. Shillinglaw and B. Truscott be noted and that Council’s thanks for their services be placed on the record.
 

80 HONORARY ALDERMEN INSTALLATIONS

It was noted that the Council had, at its Extraordinary meeting on 17 December 2015, conferred upon two former colleagues the title of Honorary Alderman of the Borough namely Graham Leslie Norman and John Alastair Meech.

 

The Mayor officially conducted the formal installation of Honorary Aldermen Graham Leslie Norman and John Alastair Meech.

 

The installation began with valedictory speeches from their proposers at the December 2015 Council meeting, namely Councillors S.A. Kulka and A. Lynch respectively. This was followed by the Mayor inviting both Honorary Aldermen to sign the Roll of Honorary Aldermen book; to receive the Badge of Office of Honorary Alderman; an illuminated copy of the Minute of the Council meeting conferring the title of Honorary Alderman and an engraved crystal bowl in recognition of this honour.

 

The Honorary Aldermen acknowledged the installation expressing their gratitude to the Council for installing them to this very special office, whereupon it was

 

RESOLVED that the installation of Graham Leslie Norman and John Alastair Meech, as Honorary Aldermen of the Borough of Reigate and Banstead Borough Council be noted.

 

81 LEADER'S ANNOUNCEMENTS

None.

82 MAYOR'S ANNOUNCEMENTS

The Mayor reported on the following:

 

• The retirement of Reverend John Joseph, the Mayor’s Chaplain, who had served as the Minister for the United Reformed Church, Shaw’s Corner, Redhill for many years. As a gesture of the Council’s thanks and on behalf of all the residents of the Borough the Mayor thanked Reverend Joseph for all that he had done in the Borough and presented him with a framed, annotated Tatton Winter print together with an engraved commemorative plaque in recognition of all the hard work he had undertaken.

 

• The success of the Ladies Lunch that took place on International Women’s Day and raised £3,386 for the Mayor’s charities.

 

• The forthcoming Black and White Ball to be held on Friday, 13th May 2016 at Reigate Manor Hotel which would be the Mayor’s final fundraising event of the year.

 

• Wishing all those who were standing at the election an enjoyable but nail biting day.
