Part I
1 ELECTION OF MAYOR

The Mayor announced that the first business of the meeting was the election of the Mayor for the ensuing Municipal Year.

 

It was moved by Councillor G.J. Knight and seconded by Councillor A. Lynch that Councillor D.T. Powell be elected Mayor for the ensuing Municipal Year. There being no other nominations it was

 

RESOLVED that Councillor D.T. Powell be elected Mayor of the Borough of Reigate and Banstead for the Municipal Year 2016/17.

 

The retiring Mayor then vacated the Chair and the newly elected Mayor (Councillor D.T. Powell) made the Declaration of Acceptance of Office and returned thanks for his election.

 

Councillor V.W. Broad expressed the Council’s thanks and appreciation to the retiring Mayor and Mayor’s Escorts for their services during the past Municipal Year. The Mayor and Mayoress (Mrs C. Durance) presented the outgoing Mayor with a medallion denoting their past office. The Mayor’s Escorts could not be present for the meeting and the Mayor announced that their gifts, in recognition of their support to the Mayor, would be forwarded as soon as possible. The outgoing Mayor responded.
 

2 ELECTION OF DEPUTY MAYOR

It was moved by Councillor J. Stephenson and seconded by Councillor J. Durrant that Councillor K. Foreman be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year. There being no other nominations it was

 

RESOLVED that Councillor K. Foreman be elected Deputy Mayor of the Borough of Reigate and Banstead for the Municipal Year 2016/17.

 

The Deputy Mayor made the Declaration of Acceptance of Office and returned thanks for his election.

Councillor G.J. Knight expressed the Council’s thanks and appreciation to the retiring Deputy Mayor and retiring Deputy Mayoress for their services during the past Municipal Year. The outgoing Deputy Mayor responded.
 

3 MINUTES

RESOLVED that the Minutes of the meeting held on 14th April 2016 be approved as a correct record and signed.

4 APOLOGIES FOR ABSENCE

Councillors Dr L.R. Hack, E. Humphrey and Mrs D.A. Ross-Tomlin and John Jory, Chief Executive.

5 DECLARATIONS OF INTEREST

None.

6 LOCAL ELECTIONS 5 MAY 2016

The Acting Chief Executive reported that at the election of Borough Councillors on 5th May 2016, twelve serving Members were re-elected together with the following new Members:


Horley West - Liam Ascough
Meadvale & St. Johns - Mrs Anna Tarrant
Nork - Jonathan White
Redhill East - Steve McKenna
South Park & Woodhatch - James King

 

RESOLVED that the report of the Acting Chief Executive be noted.
 

7 ELECTION OF LEADER OF THE COUNCIL

It was moved by Councillor Mrs J.M.A. Spiers and seconded by Councillor Mrs R. Turner that Councillor V.W. Broad be elected Leader of the Council up to and including the 2019/20 Municipal Year. There being no other nominations it was:


RESOLVED that Councillor V.W. Broad be elected Leader of the Council up to and including the 2019/20 Municipal Year.


Councillor V.W. Broad returned thanks for his election.
 

8 ALLOCATION OF SEATS ON COMMITTEES 2016/17

RESOLVED that the allocation of seats on Committees for the Municipal Year 2016/17 as set out in Appendix A to these Minutes be approved.

9 CONSTITUTION AND MEMBERSHIP OF COMMITTEES 2016/17

RESOLVED that the Constitution and membership of the Committees (including substitutes as provided by the Constitution) for the Municipal Year 2016/17 be in accordance with the nominations of the various Groups as set out in Appendix B to these Minutes.

10 SURREY COUNTY COUNCIL LOCAL COMMITTEE - 2016/17

Consideration was given to the appointment of ten Members to represent the Council on the Surrey County Council Local Committee (for highways/transport matters).

 

RESOLVED that the following appointments be made in respect of the Surrey County Council Local Committee for the Municipal Year 2016/17:


Councillors: D. Allcard, M. Blacker, Dr L.R. Hack, D. Jackson, F. Kelly, R.C. Newstead, T. Schofield,
Mrs. A. Tarrant, Mr R.S. Turner, J. White.

11 POLICE AND CRIME PANEL: JOINT COMMITTEE - 2016/17

RESOLVED that Councillor R.C. Newstead be elected as the Council’s representative on the Police and Crime Panel: Joint Committee for the Municipal Year 2016/17.

12 INDEPENDENT REMUNERATION PANEL - 2016/17

RESOLVED that the following appointments be confirmed in respect of the Independent Remuneration Panel for the Municipal Year 2016/17:

 

• Mr William Young (term of office until 2017)
• Mr Paul Whitehouse (term of office until 2018)
• Mrs Tracey Jessup (term of office until 2018)
 

13 RECOMMENDATIONS OF THE OVERVIEW AND SCRUTINY COMMITTEE

RESOLVED that the Recommendation of the Overview and Scrutiny Committee (Minute 65) Overview and Scrutiny Committee: Annual Report 2015/16 be adopted.

14 URGENT BUSINESS (IF ANY)

15 VOTE OF THANKS TO COUNCIL EMPLOYEES

Councillor V.W. Broad expressed the Council’s thanks to the Council’s employees for their services during the Municipal Year and the Acting Chief Executive responded.

16 LEADER'S ANNOUNCEMENTS

None.

17 MAYOR'S ANNOUNCEMENTS

The Mayor announced that the Civic Church Service would be held at St. Bartholomew’s Church, Horley on Sunday 5th June 2015. Full details had been circulated to all Members.

 

The Mayor informed the Council that he had received a message from Alderman E. Waller (aged 101) giving apologies for not being able to attend the meeting and wishing the Mayor, Deputy Mayor and all Councillors well for the meeting.
