RESOLVED that the Recommendations of the Executive under Minute 13 (Appointments to Raven Housing Trust) be adopted.

• (Attachment: 3)Item 8: Urgent Decision re. Earlswood Lakes Maintenance (40K/bytes)

RESOLVED that the urgent decision to add £140,000 into the Capital Programme for urgent works at Earlswood Lakes Dam, taken under Article 4.5 of the Constitution be noted.

• (Attachment: 4)Item 9: Petition re. Nork Way Parking Facilities (539K/bytes)

The Council received a report in relation to a petition that had been received regarding parking in Nork Way. The petition had two sections, requesting that the council should

“keep parking bays as they are;
but adding small car parking area which would charge a small fee for businesses and residents”.

Councillor B.A. Stead presented the petition to the Council meeting on behalf of the petitioners, as the local Ward Member, addressing the key issues of concern about car parking facilities in the Nork area and the problems being managed.

RESOLVED that the petition be noted and referred to the Executive to agree further action as necessary.
 

• Councillor V.W. Broad, Leader of the Council made a Statement in relation to the courage and bravery displayed by David Duke, the Mayor’s Chauffeur and Macebearer, who rescued an unconscious man drowning off the Brighton coast on 18 July 2016. The Leader informed the Council that the RNLI had indicated that the rescued man was 1 minute away from death and that David’s actions resulted in saving his life. It was also noted that Mrs Sandra Duke and another gentleman followed David’s lead in supporting the rescue until the lifeguards arrived.

• The Council stood and applauded in demonstration of their gratitude and appreciation of David’s highly commendable community action.

The Mayor reported on the following:

• The success of the Civic Service at St. Bartholomew’s Church in Horley on 5 June which attracted more than 150 guests including 10 Mayors from other boroughs.

• How delighted he was to hold a reception for a gathering of over 80 ex Service men and women at the Town Hall in support of the Armed Forces Flag Flying day on 20 June. The Mayor was extremely pleased to welcome Her Majesty’s Lord Lieutenant of Surrey, Michael More Molyneux to the event which he thoroughly enjoyed.

• The success of the first charity event - a Commemorative Lunch at The Black Horse in Reigate on Friday, 1st July in recognition of the 100th anniversary of the Battle of the Somme.

• The Mayoral business event held on 6 July in the Town Hall which attracted eighty local business people to hear talks from local business people. The event was supported by Al Crisci, the founder of The Clink restaurant at High Down Prison.

• The Mayor invited Members to a fund raising event (29 July) in support of his world tandem sky diving record attempt (from 30,000 feet above ground level). This would be undertaken in August in the USA and would break 4 world records:
            • The first man aged 80
            • The first Mayor
            • The first man aged 80 to jump at night
            • And, the first man to do it twice!

All money raised was for the Royal British Legion.

• Heritage Open Day to be held on Saturday 10 September when the Town Hall was open to the community as part of the Council’s contribution to this national event. Members were invited to volunteer on the day.

• The Mayor’s Volunteer Awards to be held at the Town Hall on Friday, 23rd September to celebrate the voluntary work undertaken by the residents of the Borough during the year.
