30 MINUTES

RESOLVED that the Minutes of the meeting held on 26th July 2016 be approved as a correct record and signed.

35 COMMITTEE MEMBERSHIP - 2016/17 MUNICIPAL YEAR

RESOLVED that:


(i) Councillor R. Harper be replaced by Councillor Mrs J.S. Bray on the Licensing and Regulatory Committee for the remainder of the 2016/17 Municipal Year; and
(ii) Councillor M.A. Brunt be removed from the list of Substitute Members on the Overview and Scrutiny Committee.
 

36 COUNCILLOR MRS J.M.A. SPIERS

The Mayor informed Council of the tragic and sudden loss of Councillor Mrs J.M.A. Spiers who died on 29 August 2016 following a severe stroke.

 

Councillor Mrs Spiers had been a Councillor for the Kingswood and Burgh Heath Ward for 32 years, was former Leader of the Council for 12 years and Mayor during 2015/16.

 

The Leader of the Council, Councillor V.W. Broad, paid tribute to Councillor Mrs Spiers that reflected on the many achievements that she had made during her period on the Council. This was followed by further tributes from many other Councillors and, with the permission of the Mayor, Alderman Mrs P. Horsfall.

 

On conclusion of all the tributes it was

 

RESOLVED that the Council:

 

(i) record its sincere sadness at the tragic sudden loss of Councillor Mrs Joan Spiers who passed away on 29 August 2016; and

(ii) place on record its thanks to Councillor Mrs Joan Spiers for 32 years of unstinting dedication to the people of Reigate and Banstead and, as former Leader of the Council (for 12 years), ensuring that a sustainable future for the Council was in place by leading and directing the Council through one of the most difficult economic climates in recent history.

38 LEADER'S ANNOUNCEMENTS

39 MAYOR'S ANNOUNCEMENTS

The Mayor reported on the following:

 

• The success of the Volunteer Awards Ceremony that took place in the New Council Chamber on 23 September 2016.

 

• How delighted he was with the arrangements for the Heritage Open Day held at the Town Hall on 10 September - which was the best attended to date.

 

• The arrangements that were in place to support Local Democracy Week with Question Time and Voting System Demonstrations taking place with students from local schools and colleges on 12 and 13 October 2016.

 

• The success of the recent visit from our French town twinning friends from Brunoy on 16 September and the forthcoming visit from our friends from Eschweiler in Germany on 30 September in celebration of our 30 years of twinning with Eschweiler.

 

• The sad loss of Alderman Eddie Waller who died on 27 August 2016 at the age of 101 just two days before his 102nd birthday. The Mayor was attending Alderman Waller’s funeral on 30 September.

 

• His recent interview on Radio 1 for the ‘Mayor from where’ drive time slot on national radio which was a lot of fun.
