RESOLVED that the Minutes of the meeting held on 29th September 2016 be approved as a correct record and signed.

45 CHANGES TO COMMITTEE MEMBERSHIP - PROPOSED DELEGATION

Council were informed that occasionally party groups request minor changes to their representation on Committee Membership. It was noted that currently such changes required Full Council approval.


In order to streamline this process and to allow adjustments to take effect more quickly, Council was asked to consider the introduction of a delegation to manage such requests between meetings of Full Council, noting that most appointments would continue to be made at Annual Council.


The type of changes envisaged would be in relation to both full and substitute Members of line Committees following requests from within party Groups. The proposed delegation specifically excluded the consideration of party political proportionality adjustments, which would remain the responsibility of Full Council.


RESOLVED that the Head of Corporate Policy and Performance be authorised, following consultation with party Group Leaders, to agree written requests from party Group Leaders to make changes to their party’s representation on line Committees (including adding/removing substitutes) and that the action taken be reported to the next meeting of Full Council.
 

46 RECOMMENDATIONS OF THE EXECUTIVE

RESOLVED that the Recommendations of the Executive under Minute 39 (Building Control Shared Service) and Minute 40 (Policy on Street Naming and Numbering) arising from their meeting held on 27th October 2016 be adopted.

47 STATEMENTS

Leader: Councillor V.W. Broad


Councillor V.W. Broad, Leader of the Council made a Statement in relation to the Council being shortlisted in the Entrepreneurial Council category of the prestigious LGC Awards. The Council had been recognised for its entrepreneurial approach to generating income to help provide services to residents in the face of ever-decreasing government funding.

49 MAYOR'S ANNOUNCEMENTS

The Mayor reported on the following:

 

• The success of the Local Democracy Week events held on 12 and 13 October 2016.

 

• The Remembrance Sunday events taking place on 13 November 2016.

 

• Arrangements for the End of the Somme Tour and Lunch Day to be held on 25 November 2016.

 

• That Councillor S. Parnall would be arranging a small carol concert for Members after the December Council meeting in the Old Council Chamber.

 

• Upcoming events for Members diaries:

• Holocaust Memorial Evening on 24 January 2017;
• the Mayor’s Art and Craft Fair on 3 February 2017 and
• the May Ball on 12 May 2017.
