Part I
1 HONORARY ALDERMEN INSTALLATION

Note: The Council stood in one minutes silence prior to the start of the meeting as a tribute to the people of Manchester following the recent atrocities and following the recent loss of Mrs Cowle who passed away at the weekend preceding the Council meeting.

 

Councillor V.W. Broad, Leader of the Council indicated to the Council that he and the Mayor had written to the Leader and Lord Mayor of Manchester City Council to offer the condolences on behalf of the residents, Councillors and Officers of the Council.
 

 

HONORARY ALDERMAN INSTALLATION


It was noted that the Council had, at its Extraordinary meeting on 13 April 2017, conferred upon Brian Cowle the title of Honorary Alderman of the Borough.

 

The Mayor officially conducted the formal installation of Honorary Aldermen Brian Christopher Cowle.

The installation began with a valedictory speech from his proposer at the April 2017 Council meeting, namely Councillor Dr L.R. Hack. This was followed by the Mayor inviting the Honorary Alderman to sign the Roll of Honorary Aldermen book; to receive the Badge of Office of Honorary Alderman; an illuminated copy of the Minute of the Council meeting conferring the title of Honorary Alderman and an engraved crystal bowl in recognition of this honour.

 

Honorary Alderman Brian Cowle acknowledged the installation expressing his gratitude to the Council for installing him to this very special office, whereupon it was

 

RESOLVED that the installation of Brian Christopher Cowle as Honorary Alderman of the Borough of Reigate and Banstead Borough Council be noted.
 

2 ELECTION OF MAYOR

The Mayor announced that the next item of business was the election of the Mayor for the ensuing Municipal Year.

It was moved by Councillor V.W. Broad and seconded by Councillor Ms. B. Thomson that Councillor R.C. Newstead be elected Mayor for the ensuing Municipal Year.

 

There being no other nominations it was

 

RESOLVED that Councillor R.C. Newstead be elected Mayor of the Borough of Reigate and Banstead for the Municipal Year 2017/18.

 

The retiring Mayor then vacated the Chair and the newly elected Mayor (Councillor R.C. Newstead) made the Declaration of Acceptance of Office and returned thanks for his election.

 

Councillor G.J. Knight expressed the Council’s thanks and appreciation to the retiring Mayor and Mayoress for their services during the past Municipal Year. The Mayor and Mayoress (Mrs M. Newstead) presented the outgoing Mayor and Mayoress with a medallion denoting their past office. The outgoing Mayor responded.
 

3 ELECTION OF DEPUTY MAYOR

It was moved by Councillor M.A. Brunt and seconded by Councillor Mrs R. Turner that Councillor F. Kelly be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year. There being no other nominations it was

 

RESOLVED that Councillor F. Kelly be elected Deputy Mayor of the Borough of Reigate and Banstead for the Municipal Year 2017/18.

 

The Deputy Mayor made the Declaration of Acceptance of Office and returned thanks for his election.

Councillor J. Stephenson expressed the Council’s thanks and appreciation to the retiring Deputy Mayor and retiring Deputy Mayoress for their services during the past Municipal Year. The outgoing Deputy Mayor responded.
 

4 MINUTES

RESOLVED that the Minutes of the Extraordinary meeting of Council held on 13th April 2017 be approved as a correct record and signed.

5 MINUTES

RESOLVED that the Minutes of the Ordinary meeting of Council held on 13th April 2017 be approved as a correct record and signed.

6 APOLOGIES FOR ABSENCE

Councillors Dr Z. Grant-Duff, E. Humphrey and D.G. Jackson.

7 DECLARATIONS OF INTEREST

None.

8 LOCAL BY ELECTION 4 MAY 2017

The Chief Executive reported that at the Borough By election on 4th May 2017 George Curry was elected to represent the Tadworth and Walton ward for a 2 year period up to 2019.


RESOLVED that the report of the Chief Executive be noted.
 

9 ALLOCATION OF SEATS ON COMMITTEES 2017/18
Section 1(a) - Annex 1 of Report

RESOLVED that the allocation of seats on Committees for the Municipal Year 2017/18 as set out in Appendix A to these Minutes be approved.

10 CONSTITUTION AND MEMBERSHIP OF COMMITTEES 2017/18
Section 1(b) of Report

The Council noted two adjustments to the Membership of Committees that had been presented in the Addendum to the Council as follows:

 

• Licensing and Regulatory Committee: Remove Councillor J. White from the list of substitute Members; and


• Employment Committee: Remove Councillor Mrs R. Renton from the list of substitute Members (as she was a full Member of the Committee).

 

RESOLVED that, taking account of the above changes, the Constitution and membership of the Committees (including substitutes as provided by the Constitution) for the Municipal Year 2017/18 be in accordance with the nominations of the various Groups as set out in Appendix B to these Minutes.
 

11 SURREY COUNTY COUNCIL LOCAL COMMITTEE - 2017/18

Consideration was given to the appointment of ten Members to represent the Council on the Surrey County Council Local Committee (for highways/transport matters).

13 POLICE AND CRIME PANEL: JOINT COMMITTEE - 2017/18
Section 4 of Report

RESOLVED that Councillor Mrs D. Ross-Tomlin be elected as the Council’s representative on the Police and Crime Panel: Joint Committee for the Municipal Year 2017/18.

14 RECOMMENDATIONS OF COMMITTEES

RESOLVED that:

 

(i) the Recommendation of the Executive (Minute 101) 16-46 Cromwell Road, Redhill – Development Proposals be adopted;


(ii) the Recommendation of the Overview and Scrutiny Committee (Minute 51) Overview and Scrutiny Committee: Annual Report 2016/17 be adopted; and


(iii) the Recommendation of the Employment Committee (Minute 13) Appointment of Head of Finance be adopted.

16 VOTE OF THANKS TO COUNCIL EMPLOYEES

Councillor V.W. Broad expressed the Council’s thanks to the Council’s employees for their services during the Municipal Year and the Chief Executive responded.

18 MAYOR'S ANNOUNCEMENTS

The Mayor announced that the Civic Church Service would be held at Christ the King Church, Salford’s on Sunday 11th June 2017. Full details had been circulated to all Members.
