RESOLVED that the presentation be noted.
5 FILM CLASSIFICATION

RESOLVED, that the public and press be excluded from the meeting during the viewing of the film.

The Committee went into private session from 18h30 until 20h00 in order to view the film. The public meeting then resumed.

The Committee noted that the film contained reference to violence and discrimination, and featured bad language throughout and scenes of a mildly sexual nature.

These were deemed to be sufficient to prevent the film from being classified for general viewing to anyone under 15.

There was no nudity or particularly offensive material in the film, however, and nothing that would justify awarding a certificate 18.

RESOLVED that the film be classified as a Certificate 15.

Reasons for the decision:

1. The Committee viewed the film and assessed it having taken account of the latest BBFC Guidance.

2. The Committee also had regard to the promotion of the relevant licensing objectives.

4The Committee was briefed on a pilot project, bringing officers from Surrey Police, Reigate and Banstead Borough Council and other partners into the one team so that they could share their expertise and combine powers in order to provide a more rapid and effective response to anti-social behaviour and public nuisance. A number of successes have already been realised.

The Chairman thanked Mr Tonge for his presentation and asked that the Committee be kept advised of how the pilot project progressed.
5The Committee was requested to classify a film, ‘The Best Years' for local viewing. The film had been shot both locally and in Northern Ireland but had not been classified by the BBFC or issued for general release.

Under the Licensing Act 2003 the Committee had an overriding power to classify films.

The director of the film was keen for it to be shown locally, and the intention was to show the film at the Harlequin Theatre in Redhill. The Harlequin had recently become a member of the BFI South East Hub, a group which provided funding and advice to enable underrepresented films to be shown at cinemas.

The Chairman advised the Committee that it would be necessary to go into private session in order to view the film, before determining its classification.

The committee's attention was drawn to the following specific considerations to which it should have regard whilst watching the film, as set out in Annex 2 to the report on the agenda:

• drugs
• imitable behaviour
• language
• nudity
• sex
