Councillor Blacker declared a non-pecuniary interest in item 9, 4 Beaufort Road, Regiate, on the basis that he had a personal relationship with the applicant and a public speaker speaking against the application. Councillor Blacker remained present for the duration of item 9 and participated in the debate and voted on this item.

Extension of existing multi-decked car park, including associated landscaping works and plant enclosure, to provide an additional 326 car parking spaces. Provision of temporary surface car parking for 500 cars on the playing fields adjacent to the pavilion building during construction works for a period of 13 months after which it will be reinstated to its existing grassland condition. As amended on 19/08/2019, 23/08/2019, 30/09/2019, 21/11/2019 and on 05/12/2019.

The Committee considered an application at Kingswood Fields, Millfield Lane, Lower Kingswood for the extension of the existing multi-decked car park, including associated landscaping works and plant enclosure, to provide an additional 326 car parking spaces. Provision of temporary surface car parking for 500 cars on the playing fields adjacent to the pavilion building during construction works for a period of 13 months after which it would be reinstated to its existing grassland condition.

 

Jeffrey Harris, a local resident, spoke in objection to the application on the grounds that the information contained in the Travel Plan was not accurate. The application should either be refused or more stringent conditions should be put in place.

 

Robert Gardner, a local resident, spoke in objection to the application on the grounds that the Travel Plan used flawed data and that there would be no benefit to local residents. The application should be refused on highway grounds or strong conditions placed on the applicant enforced with sanctions.

 

Joanna Leek, an agent for the applicant, spoke in support of the application on the grounds that the review of the Travel Plan had found it to be robust and fully compliant with the requirements of the National Planning Policy Framework. The Community Engagement Plan would allow a forum to discuss ongoing highways issues with residents and there would be highway improvements. A condition on the number of workstations would help to ensure control of further growth. Rigorous and robust assessments by all consultees on all matters had been undertaken and the application had been found to comply with development plan policy.

 

Councillor Ashford, a Ward Member for Lower Kingswood, Tadworth and Walton, explained that the issue about how additional cars would access the site via four rural lanes did matter and that in his view the independent assessment was disappointing. New conditions would help by imposing a number of people working at the site and would help residents to engage in regular dialogue with Fidelity International. Councillor Ashford urged members of the Committee to make a serious note of residents' concerns in coming to a decision.

 

RESOLVED that planning permission be GRANTED subject to conditions as per the recommendation and addendum.

The Committee considered an application at 4 Beaufort Road, Reigate for the change of use of land, demolition of existing garages and ancillary building and erection of three 3-bedroom dwellings.

 

Clare Parker, a local resident, spoke in objection to the application on the grounds that the development would have an overbearing and potentially harmful impact to the occupants at 8a Beaufort Road, which had recently been developed into a residential property. The application would result in overdevelopment of the site and was not supported by local residents. Due to the change in circumstances at 8a Beaufort Road, the application should be refused.

 

Martin Crossley, a local resident, spoke in objection to the application on the grounds that the development would result in a dominant structure which would be overbearing and have a negative impact on the occupant at 8a Beaufort Road including loss of light and security concerns. During development noise and dirt would impact the occupant.

 

Richard Good-Stephenson, the applicant, spoke in support of the application on the grounds that the development was a small but important application for the regeneration of the area. The development would reduce traffic in the area and the access road would be regenerated. Local views had been considered and significant concessions to the proposal had been made as a result.

 

A motion to refuse the application was proposed by Councillor Blacker and seconded by Councillor Hudson whereupon the Committee voted and the motion was not carried.

 

RESOLVED that planning permission be GRANTED with conditions, as per the recommendation and addendum changes.

A motion to defer the application was proposed by Councillor Walsh and seconded by Councillor Michalowski, whereupon the Committee voted and RESOLVED that planning permission be DEFERRED to consider reasons for refusal.
