RESOLVED that the minutes of the previous meeting of the Committee held on 6 June 2019 and the minutes of the meetings of the Licensing & Regulatory Sub Committee held on 20 December 2019, 24 January 2020 (10:30am and 1:30pm) and 6 May 2020 be approved and signed as a correct record.

Councillor Hudson declared a non-pecuniary interest in item 8 on the basis that he holds a Reigate & Banstead private hire licence.

Licensing and Regulatory Sub-Committee Chairmen

To agree the appointment of 5 nominated Sub Committee Chairmen.

Minutes:

RESOLVED that Councillor Frank Kelly, Councillor Derek Allcard, Councillor Keith Foreman, Councillor Andy Lynch and Councillor Caroline Neame be appointed to act as Sub Committee Chairs for the municipal year 2020/21.

Housing Assistance Policy - Application for Exceptional Circumstances Case

To consider an application made under the Exceptional Circumstances section of the Council’s Housing Assistance Policy.

The Committee considered an application for assistance made under the Exceptional Circumstances provisions of the Housing Assistance Policy and;

 

RESOLVED that:

 

(i)              the application to fund provision of a vehicle crossover (dropped kerb) be agreed.

 

(ii)             the decision to agree the application be used as a precedent for future applications for the funding of crossovers, where these are integral to the provision of safe access to an applicant’s property, as part of a mandatory DFG application.

8.

Licensing of a restricted number of fully electric vehicles for use as Hackney Carriages

To approve the licensing of no more than five fully electric vehicles for use as Hackney Carriages without the requirement that they are wheelchair accessible.

The Committee considered a report which sought to amend the Hackney Carriage Vehicle Licensing Policy and Conditions to allow a restricted number of fully electric vehicles to be licensed and;

 

RESOLVED that:

 

(i)              the changes in policy, as set out in Annex 2, for determining applications to license fully electric vehicles as Hackney Carriages on first application in line with current vehicle age requirements, be agreed.

 

(ii)             the changes to policy as set out in Annex 2 be recommended to Council for adoption.

Exempt Business

RECOMMENDED that members of the Press and public be excluded from the meeting for the following item of business under Section 100A(4) of the Local Government Act 1972 on the grounds that:

 

(i)              it involves the likely disclose of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Act; and

 

(ii)            the public interest in maintaing the exemption outweighs the public interest in disclosing the information.
