The Council received one Recommendation arising from the Employment Committee meeting held on 29 August 2018 and one Recommendation arising from the Executive meeting held on 13 September 2018.

RESOLVED that:

(i)            The Recommendation of the Employment Committee, from its meeting on 29 August 2018, under Minute 18 (Appointment of Monitoring Officer) be adopted.

 

(ii)          The Recommendation of the Executive, from its meeting on 13 September 2018, under Minute 36 (Housing Enforcement Policy and Amendments to the Officer Scheme of Delegation) be adopted.

Councillor Mrs. M.R. Mill

It is with great regret that Council is informed of the sad passing away of Councillor Mrs M.R. Mill on 6 September 2018.

Amongst her many achievements Councillor Mrs Mill represented the Kingswood and Burgh Heath ward from 2007 until her passing (covering a period of 11 years); she was Executive Member for Communities (2010-14) and Executive Member for Leisure and Wellbeing (2014-18).

Councillor Mrs Mill also served on the following Committees during her period of office:

·         Licensing Committee (2008-12)

·         Overview & Scrutiny Committee (2007-08)

·         Surrey County Council / Reigate and Banstead Local Committee (2009-10)

·         Planning Committee (May 2007 – October 2007)

The Leader of the Council will make a full statement at the meeting on Councillor Mrs Mill’s career. There will be an opportunity for Members to respond.

Council is requested to note the sad loss of Councillor Mrs. M.R. Mill.

The Mayor informed Council of the sad passing away of Councillor Mrs M.R. Mill on 6 September 2018.

It was highlighted that amongst her many achievements Councillor Mrs Mill had represented the Kingswood and Burgh Heath Ward from 2007 until her passing (covering a period of 11 years), was Executive Member for Communities (2010-14) and Executive Member for Leisure and Wellbeing (2014-18).

The Leader of the Council, Councillor M.A. Brunt paid tribute to Councillor Mrs Mill and reflected on the many achievements that she had made during her period on the Council. This was followed by tributes from others, including Councillor R.H. Ashford, Councillor V.W. Broad, Councillor N.D. Harrison and Councillor J.C. White.   

On conclusion of all the tributes it was

RESOLVED that the Council:

(i)            Record its sincere sadness at the tragic sudden loss of Councillor Mrs Ros Mill who passed away on 6 September 2018: and

 

(ii)          Place on record its thanks to Councillor Mrs Ros Mill for 11 years of unstinting dedication to the people of Reigate and Banstead and, as former Executive Member for Communities and Leisure and Wellbeing (for 8 years), ensuring significant projects were completed that had left a lasting legacy for residents, including the development of the new Tadworth Leisure Centre, delivering award winning Living and Ageing Well initiatives and partnerships and support for the voluntary sector.

Executive Member for Neighbourhood Services: Councillor A.C.J. Horwood

Councillor A.C.J. Horwood, Executive Member for Neighbourhood Services, informed the Council that many of the borough’s parks and open spaces had been recognised by South East in Bloom 2018, and had won awards. It was explained that Memorial Park, Redhill had won Gold for “Best Park” and it was highlighted that Banstead Village had been awarded a Silver Gilt for “Small Town of the Year”. The Executive Member for Neighbourhood Services placed on record his thanks to the Council’s Greenspaces Team for their work across the borough.

The Leader of the Council, Councillor M.A. Brunt, reported on the Government’s consultation concerning changes to permitted development rights. Councillor Brunt highlighted a number of concerns and explained he would be responding, on behalf of Reigate and Banstead Borough Council, and would object to any changes that would remove the right of locally elected councils to determine Oil and Gas applications.

Mayor's announcements

The Mayor provided feedback on the recent Heritage Open Day (15 September 2018). It was highlighted that the event had been a huge success with approximately 1,000 people visiting Reigate Town Hall and raising funds for the Mayor’s charities: Born Free and George and the Giant Pledge.   

The Mayor informed the Council:

·         It was hoped a Film Premiere of Walt Disney’s The Nutcracker and the Four Realms would be held on Friday 2 November 2018 at The Harlequin Theatre and the Cinema Warwick Quadrant, Redhill.

 

·         Of the various Remembrance Sunday events taking place on Sunday 11November 2018.

`

·         That a Ladies Lunch would be held on Tuesday 20 November 2018 at the Redhill and Reigate Golf Club. It was noted that Virginia McKenna, from the Born Free Foundation, would be guest speaker.

 

·         That the Civic Pantomime would take place at The Harlequin Theatre on Saturday 8 December 2018.

 

·         That a Christmas Carol Service would take place on Sunday 16 December 2018 at Reigate Park Church.

The Mayor concluded by reporting on an initiative, developed by the High Sheriff for Surrey, to recognise charity work undertaken across the county.
