10/07/2024 - Appointment to Outside Bodies 2024/25 ref: 1070    Recommendations Approved

The Council appoints representatives to serve on numerous outside bodies, including local community stakeholders and regional and national organisations, to ensure that the Council is represented on a range of organisations and bodies working with the community and Borough. The Council shares a mutual interest in supporting and delivering public services for residents with these organisations.

Nominations were sought from Group Leaders via email in May 2024 and subsequently agreed by Group Leaders at their meeting on 8 July 2024 . These nominations are therefore recommended for approval under delegated authority by the Strategic Head of Legal and Governance.

Paragraph 4 of Part 3b of the Officer Scheme of Delegation permits the Managing Director to delegate authority to determine this function in the case of absence, which is in relation to paragraph 1.14 of the Officer Scheme of Delegation (to appoint representatives to outside bodies for uncontested vacancies).

The Strategic Head of Legal and Governance under delegated authority approved these appointments on 19 June 2024.

02/07/2024 - Approval Business Grants 2023/24 ref: 1069    Recommendations Approved

Officer Scheme of Delegation: General Financial Management
Para 2.10 authorise the Head of Service with responsibility business grants
Subject to Financial Services confirming that sufficient funding remains permit expenditure as follows:
Individual grants to a sum up to and including £1,000 from the agreed business grants budget.
Business grants were only awarded to eligible applicants who successfully presented their business plan at an interview with the Head of Economic Prosperity and an Economic Prosperity Officer and provided assurance regarding their ability to meet the condition of the grants programme. The Portfolio Holder for Community Development and Prosperity is also consulted prior to final decision being made.
Abdul-Kader Omarshah, Business Accountant, has been consulted and confirmed that there is sufficient funding.

RESOLVED:

1)    To constitute the Ordinary Committees of the Council and appoint their Membership for 2024/25 as detailed in the addendum to the agenda.

2)    To appoint Councillor Baker as the representative on the Police and Crime Panel Joint Committee for 2024/25 as detailed in the agenda.

Decision:

It was moved by Councillor Essex and seconded by Councillor McKenna that Councillor Sinden be elected Deputy Mayor for the Municipal Year 2024/25.

There were no other nominations.

RESOLVED that Councillor Sinden be elected Deputy Mayor of the Borough of Reigate and Banstead for the Municipal Year 2024/25.

The Deputy Mayor made the Declaration of Office, signed the Acceptance of Office Book, and returned thanks for her election.

The Mayor expressed the Council’s thanks and appreciation to the retiring Deputy Mayor (Councillor Baker) for his work during the past Municipal Year.

The outgoing Deputy Mayor responded and received a presentation of a wooden shield from the Mayoress.

Decision:

The Managing Director announced that the first item of business was the re-election of the Mayor for the ensuing Municipal Year.

It was moved by Councillor Biggs, the Leader of the Council, and seconded by Councillor Moses, that Councillor Humphreys be re-elected Mayor for the Municipal Year 2024/25.

There were no other nominations.

RESOLVED that Councillor Humphreys be re-elected as Mayor of the Borough of Reigate and Banstead for the Municipal Year 2024/25.

The re-elected Mayor signed the Acceptance of Office Book. In returning thanks for his re-election, the Mayor announced he would continue to promote “Togetherness” as the theme for his second year in office; and, TRACKs and Renewed Hope as his designated charities.

Decision:

The Mayor announced that he had been notified of an item of urgent business in respect of a recommendation to amend the municipal calendar of meetings for the forthcoming year adopted by the Council at its meeting held on 20 February 2024, to include an additional (first) meeting of the Audit Committee, to be held at 19:00 pm on Wednesday 12 June 2024.

This additional meeting would enable the election of the Chair and Vice-Chair of the committee to take place before the next ordinary meeting, such that the elected Chair could receive a pre-agenda briefing for the substantive business to be considered at that meeting.

RESOLVED to amend the municipal calendar for 2024/25 to include an additional meeting of the Audit Committee at 7pm on 12 June 2024.
