M25 Noise Pollution
According to EEA Report No 10/2014 Noise pollution is a growing
environmental concern. The adverse effects can be found in the
well-being of exposed human populations, in the health and
distribution of wildlife, in the abilities of our children to learn
properly at school and in the high economic price society must pay
because of noise pollution.
Highways England is responsible for the M25 Motorway and has
recently pledged to reduce noise pollution. It has announced it
will take steps to cut noise levels in more than 1,000 areas close
to motorways and large A-roads by 2020. Furthermore, the
organisation says it has adopted the policy of installing quieter
road surfaces wherever possible.

Council response
Please note: As we are now in the pre-election period, we will not be able to complete the agreed actions immediately but will undertake to complete these as soon as possible after the election.
The agreed actions to be completed are as follows:
(i) That Full Council supports the first part of the petition request, and that the Leader of the council writes to Highways England on the issue of M25 Noise Pollution, and in doing so engages with Mole Valley District Council, Surrey County Council, and local MPs. In addition, that the Leader forwards the petition to the Chairman of the Reigate & Banstead Local Committee for its consideration.
(ii) That - in relation to the second part of the petition - Full Council notes that the Council’s powers to combat noise pollution from roads is limited to engaging with the statutory highway authorities. Where there is evidence of new or increased resident disturbance from local roads this will be drawn to the attention of Surrey County Council, including via the Reigate & Banstead Local Committee.
