30 MINUTES
RESOLVED that the Minutes of the meeting held on 25th July 2013 be approved as a correct record and signed, subject to the addition of Councillor M.J. Miller as being present.

Five questions were asked and responses given in accordance with Council Procedure Rule 14 and the Order paper circulated at the meeting.

Details were as follows:

Councillor M.A. Vivona to Cllr A.J. Kay (Executive Member for Recycling and Street Services) regarding Recycling assessment;

Councillor S.A. Kulka to Cllr A.J. Kay (Executive Member for Recycling and Street Services) regarding Recycling performance;

Councillor Mrs P. Shillinglaw to Councillor A.J. DeSave Executive Member for Leisure regarding War graves;

Councillor C.T.H. Whinney* to Councillor Mrs N.J. Bramhall, Executive Member for Property and Regeneration regarding the Old Town Hall Clock; and

Councillor J.C.S. Essex to Cllr J.M. Ellacott (Executive Member for Housing and Welfare) regarding the Hardship Fund (Council Tax Support Scheme)

* Note: The Mayor waived the Council Procedure Rule in the Constitution to allow Councillor G.L. Norman to ask this question in the absence of Councillor C.T.H. Whinney.
36 RECOMMENDATIONS OF THE EXECUTIVE
RESOLVED that the Recommendations of the Executive under Minute 34 (Redhill Balanced Network Capital Funding Contribution) be adopted.
37 STATEMENTS

38 SEALING OF DOCUMENTS
RESOLVED to:
(i) authorise the sealing of any Orders, Deeds or Documents necessary to give effect to any matter contained in the Minutes of the meetings held between 12th July 2013 and 26th September 2013 (2013/14 Volume 2) and any previous Minutes; and
(ii) ratify the sealing of documents referred to in entries 66/13 to 90/13 in the Seal Register.
39 LEADER'S ANNOUNCEMENTS

40 MAYOR'S ANNOUNCEMENTS
The Mayor reported on the following:

• That a letter had been received from Miguel Head, Private Secretary to His Royal Highness The Duke of Cambridge in response to the Mayor's congratulatory letter on the success of the birth of Prince George.

• The success of the Mayor's Volunteer Awards ceremony held at the end of July in the Chapel at the Royal Alexander and Albert School and Gatton Hall.

• The successful opening of the Triumphal Arch in Tunnel Road, Reigate on 17 July 2013 as part of our Reigate 150 anniversary celebrations together with the welcome to the Duchess of Gloucester to the Borough on Tuesday 10 September, the day before the ‘true' anniversary of the Charter. Also reported was the success of the Anniversary Centre situated in the Belfry Centre which attracted over 4000 visitors.

• That 150 people visited the Town Hall for Heritage Open Day where the original Reigate Charter from 1863 was on display together with a range of other historic artefacts. 8 postcards depicting Town Hall treasures could be purchased from the Mayor's Office.

• The Mayor reminded Members that Remembrance Day was on Sunday 10th November and encouraged all Members to attend one of the services in the Borough. The Mayor would be attending the Banstead service and the Deputy Mayor would be attending Shaw's Corner, Redhill service.

• The Mayor will be attending the annual community Carol Service on Sunday 8th December at 7p.m. at the Belfry, Redhill and hoped to see many Members as possible at the event.

• In support of Local Democracy Week nearly 70 politics students from Reigate College would be participating in a voting system comparison exercise at the Town Hall. Additionally 100 students from six of our local secondary schools would be attending a Reigate & Banstead Question Time event to be chaired by Nicholas Owen on Thursday 21 November.

• The Mayor invited Members for a group photograph in the Old Council Chamber after the meeting as part of the 150th anniversary celebrations.
