RESOLVED that the Minutes of the meeting held on 13th February 2014 be approved as a correct record and signed.

62 RECOMMENDATIONS OF THE EXECUTIVE AND THE OVERVIEW AND SCRUTINY COMMITTEE
RESOLVED that the Recommendations of the:
(i) Executive under Minute 115 (Development of the Court Lodge Residential Site) be adopted;
(ii) Overview and Scrutiny Committee under Minute 41 (Overview and Scrutiny Committee: Annual Report 2013/14) be adopted;
(iii) Executive under Minute 126 (Constitution Review) be adopted;
(iv) Executive under Minute 128 (Adoption of the 2014/15 Treasury Management Strategy) be adopted; and
(v) Executive under Minute 130 (Overview and Scrutiny Committee Work Programme: 2014/15) be adopted.
63 STATEMENTS
Leader of the Council, Councillor Mrs J.M.A. Spiers

The Leader of the Council paid tribute to Officers and Executive Members for all of their hard work throughout the 2013/14 Municipal Year.

Executive Member for Housing and Welfare, Councillor J.M. Ellacott

Councillor J.M. Ellacott read a statement on behalf of the Executive Member for Leisure, Councillor A.J. De Save that reflected on the achievements that he and the Council had made during his eight year period of office on the Council (which would be coming to an end as he was not standing for re-election in 2104).
64 SEALING OF DOCUMENTS
RESOLVED to:
(i) authorise the sealing of any Orders, Deeds or Documents necessary to give effect to any matter contained in the Minutes of the meetings held between 31st January 2014 and 31st March 2014 (2013/14 Volume 5) and any previous Minutes; and
(ii) ratify the sealing of documents referred to in entries 6/14 to 30/14 in the Seal Register.
65 DESIGNATION OF POLLING PLACES
RESOLVED that:
(i) Merland Rise Church, Merland Rise, Tadworth be designated the polling place for the polling district of Preston; and
(ii) St Joseph's Church, 122 Ladbroke Road, Redhill be designated the polling place for the RHE1 polling district of Redhill East
66 LEADER'S ANNOUNCEMENTS
The Leader of the Council, Councillor Mrs J.M.A. Spiers, announced her intention not to seek re-election as Leader of the Council after the end of her term in May 2014. The Leader did intend to seek re-election as a Councillor and hoped to continue serving her residents in this way.

Note: The Leader's announcement was followed by a period of spontaneous extended applause in recognition of the work that she had contributed to the Council over the period of her office as Leader of the Council.

In the circumstances the Mayor authorised a suspension of the Council Procedure Rules to enable the Acting Chief Executive to make a statement in reply to the Leader's announcement. The Acting Chief Executive thanked the Leader of the Council, Councillor Mrs J.M.A. Spiers, for all of her hard work, reflected on some of her achievements and the enormous commitment that she had shown to the Council during her 11 years as Leader.
67 MAYOR'S ANNOUNCEMENTS
The Mayor reported on the following:

• That the charity football match at Redhill Football Club on 23rd March had been a great success with approximately 500 spectators present to watch the Mayor's Invitation XI, made up of players selected from local clubs, who drew 1-1 against the Chelsea FC Foundation Coaches XI. The event raised over £1700 for the Mayor's Charities.

• That the Mayor would be hosting a fundraising concert at the Harlequin on Sunday 27th April. The concert would feature multi award-winning Italian acoustic guitar virtuoso Antonio Forcione. Tickets were available from the Harlequin and all proceeds would go to the Mayor's Charities.

• That on the evening of Tuesday 6th May the Mayor would be hosting a Civic event for all Councillors in the Town Hall. The occasion would be to celebrate the achievements made in the Council's 150th anniversary year.

• That there would be a Murder Mystery event on 7th June at the Walton Heath Golf Club in support of the Mayor's charities.

65The Acting Chief Executive introduced a report on the designation of two new polling places in the Preston and Redhill East Wards respectively. The report set out relevant statutory powers, background information explaining the need for each new polling place, and legal and financial implications. The recommendation set out in the report was moved by Councillor J.M. Ellacott and seconded by the Leader of the Council, Councillor Mrs. J.M.A. Spiers, whereupon it was
