Subject: World War 1 Centenary Events
29 RECOMMENDATION OF THE EXECUTIVE
RESOLVED that the Recommendations of the:
(i) Executive under Minute 15 (Provisional Outturn Report for the 2013/14 Financial Year) be adopted; and
(ii) Executive under Minute 18 (Acquisition of the Leasehold Interest of Linden House, 51 High Street, Reigate) be adopted.
30 SPECIAL URGENCY DECISIONS UNDER PROCEDURE RULE 3.5.12
RESOLVED that the details of the three such decisions taken in 2014 (as set out below) be noted.

A. Executive, 17 July 2014
Acquisition of the Leasehold interest of Linden House, 51 High Street, Reigate

Reason for not being included in the 28 Day Notice:
To allow for the consideration of the acquisition of the leasehold interest in the above property which came onto the market outside of the normal 28 Day Notice period and did not therefore allow it to be included on the published notice.

B. Executive, 16 April 2014 Sainsbury's Temporary Store on Gloucester Road Car Park, Redhill

Reason for not being included in the 28 Day Notice:
To allow for the consideration of Sainsbury's plans to use the Gloucester Road car park in Redhill for the site of a temporary food store plus car parking whilst the works at Warwick Quadrant proceeded. The request was received after the publication of the 28 Day Notice and did not therefore allow it to be included on the published notice.

C. Executive, 30 January 2014
Merstham Regeneration

Reason for not being included in the 28 Day Notice:
To allow for the consideration of the Heads of Terms to enter into the necessary development agreements for the Merstham Regeneration proposals. The identification of the need for this decision was received after the publication of the 28 Day Notice and did not therefore allow it to be included on the published notice
31 STATEMENTS
Leader of the Council, Councillor V.W. Broad

The Leader of the Council made a statement regarding the removal of a Traveller encampment in South Kingswood and thanked the Officers and the Joint Enforcement Team for their fast response in moving them on so swiftly.
32 SEALING OF DOCUMENTS
RESOLVED to:
(i) authorise the sealing of any Orders, Deeds or Documents necessary to give effect to any matter contained in the Minutes of the meetings held between 1st April 2014 and 14th July 2014 (2014/15 Volume 3) and any previous Minutes; and
(ii) ratify the sealing of documents referred to in entries 31/14 to 55/14 in the Seal Register.
33 MEMBERSHIP OF COMMITTEES
Standards Committee

RESOLVED that Mr R. Pett be removed as a co-opted Member of the Standards Committee as this appointment was not required for Mr R. Pett to undertake his role as an Independent Person on that Committee.
34 LEADER'S ANNOUNCEMENTS
None.
35 MAYOR'S ANNOUNCEMENTS
The Mayor reported on the following:

• That the Mayor's Volunteer Awards had taken place at Gatton Hall on Sunday, 13th July. The Mayor had been delighted to meet so many people who put in so much voluntary work for the residents of the Borough during the year, and had awarded certificates to 20 people in recognition of all their hard work. Details of all the awards would be available on the Council's Website and in the eMembers Room.

Photographs taken at the event by Keith Walter could be obtained by contacting the Mayor's Office.

• That the Mayor's Civic Service had been held at the United Reformed Church, Redhill, on 20 July. 45 guests had been in attendance for what had been a very pleasant morning.

• That the Heritage Open Day would be held on Saturday 13 September this year. The Town Hall would be open to the community as part of the Council's contribution to this national event that allows everyone free access to historic buildings not usually open to the public. There would be postcards that depict the treasures of the Town Hall available for purchase on the day and also from the Mayor's Office.

All Councillors had received a copy of the full programme, and these could also be obtained from the Mayor's office. Volunteers from among the Councillors to assist on the day were very welcome.

• The Mayor wished Councillor Shillinglaw, who was celebrating a rather special milestone birthday, a happy birthday.
