79 RECOMMENDATIONS OF THE EXECUTIVE

RESOLVED that the Recommendations of the:


(i) Executive under Minute 94 (Marketfield Way – The construction of a mixed use development comprising cinema, A1, A2 and A3 retail, together with 93 residential flats and undercroft car parking) be adopted;


(ii) Executive under Minute 95 (Amendment of Officer Scheme of Delegation) be adopted;


(iii) Overview and Scrutiny Committee under Minute 53 (Overview and Scrutiny Committee: Annual Report 2014/15) be adopted;


(iv) Executive under Minute 104 (Community Infrastructure Levy: Draft Charging Schedule) be adopted;


(v) Executive under Minute 105 (Treasury Management Strategy 2015/16) be adopted; and


(vi) Executive under Minute 106 (Overview and Scrutiny Committee Work Programme 2015/16) be adopted.
 

80 STATEMENTS

A. Leader of the Council, Councillor V.W. Broad


The Leader of the Council (Councillor V.W. Broad) made a statement regarding a letter recently received from the Secretary of State for Health in response to concerns raised about discharge procedures at East Surrey Hospital.


B. Chairman of the Planning Committee, Councillor M.A. Brunt


The Chairman of the Planning Committee (Councillor M.A. Brunt) expressed the Council’s thanks to all retiring Members, and in particular to Councillor Mike Miller for his dedicated service as former Chairman of the Planning Committee and Portfolio Holder with responsibility for planning and development. Councillor Brunt also extended the Council’s gratitude to former Development Quality Manager Kelvin Hinton, who had recently left the Council.
 

81 COUNCILLOR MRS L. BRUNT

The Mayor introduced a report which informed the Council that Mrs L. Brunt had resigned as a Councillor for the Reigate Hill Ward with effect from 13 March, and that a by-election to fill the resulting vacancy would be held on 7 May 2015, whereupon it was.


RESOLVED that the report be noted.
 

82 LEADER'S ANNOUNCEMENTS

None.

83 MAYOR'S ANNOUNCEMENTS

The Mayor reported on the following:

 

• That the Mayoress had hosted a Ladies Luncheon on 16 February at Kingswood Golf Club which had raised £2,673 for the Mayor’s charities Parkinson’s UK and St Catherine’s Hospice.

 

• That a coffee morning in support of St. Catherine’s Hospice had taken place in the Old Council Chamber on 19 March 2015 and had raised over £600.

 

• The Mayor gave thanks to Councillor Whinney and Mrs Fenella Whinney who had helped to stage a further Dickens recital event on 25 February 2015 in support of the Mayor’s Trust Fund.

 

• Members were reminded that a St George’s Day Dinner was being held at Chipstead Golf Club on Friday, 24 April 2015 with guest speaker the Right Revd. Mrs Dean Diana Gwilliams from Guildford Cathedral. The ticket sales would support the Cathedral’s restoration project. Funds would also be raised, through a silent auction and raffle, for the Mayor’s charities Parkinson’s UK and St Catherine’s Hospice. Tickets were still available from the Mayor’s Office for this event.

 

• The Mayor paid tribute to Mrs Lisa Brunt, who had retired on 13 March 2015 following 9 years of service as a Councillor for the Reigate Hill ward. The Mayor expressed the Council’s thanks to Mrs Brunt and extended his best wishes for the future.

 

• The Mayor also paid tribute to the many years of loyal service offered to residents by retiring Members of the Council, Councillors S.N. Farrer, Ms S. Finch, M.J. Miller, Mrs C.E. Poulter and M.A. Vivona.
