1. APOLOGIES FOR ABSENCE AND CONSTITUTION OF THE LICENSING SUB COMMITTEE
There were no apologies for absence and the Sub-Committee was as set out in the agenda and listed above.
2 MINUTES
RESOLVED that the minutes of the meeting held on 16 May 2012 be confirmed as a correct record and signed.
3 DECLARATIONS OF INTEREST
Councillor Farrer declared a personal interest in agenda item 5 (Minute 5) because he knew the landowner.
4 LICENSING HEARING PROCEDURE NOTE
RESOLVED that the Procedure Rules for meetings of the Licensing Sub Committee be noted.
5 APPLICATION FOR A PREMISES LICENCE:
LITTLETON MANOR FARM, LITTLETON LANE, REIGATE

RESOLVED to GRANT the application for a variation to the premises licence in respect of Littleton Manor Farm, Reigate, as set out in the application, subject to the additional condition as set out in Annex 3 to the report.

Reasons for the Decision

1. It was noted that mediation had been reached between the parties.

2. The Sub-Committee took into account the Council's own Statement of Licensing Policy, the Guidance issued by the Secretary of State under s.182 of the Licensing Act 2003, the individual merits of the case, Human Rights legislation and the rules of natural justice.

3. The Sub-Committee considered that the application, as granted with conditions, met the four licensing objectives.

5The Sub-Committee considered an application for a premises licence in respect of the above premises.

The application was as set out in the agenda papers and summarised below:

Provision of live music (section E)
Provision of recorded music (section F)
Provision of facilities for making music (section I)
Supply of alcohol for consumption on the premises (section M)
all to be:
1100 hours to 2300 hours on Sunday 26 August 2012

Performance of dance (section G)
1100 hours to 1700 hours on Sunday 26 August 2012

Opening hours (section O)
10 am on Sunday 26 August to 10.30 am on Monday 27 August

The Licensing Officer introduced the application and reported that there had been one representation from the responsible authority for environmental health, on public safety grounds.

Mediation had been reached between the parties, subject to a condition being added to the licence to ensure the adequate provision of drinking water.
