The Animal Welfare (Licensing of Activities
involving Animals) (England) Regulations 2018, have introduced new
licensing standards and requirements for a range of animal
activities, some of which have not previously been undertaken by
the Council. The Regulations allow a local authority to charge such
fees as it considers necessary to determine applications, undertake
compliance and enforcement etc
Arising from the Officer Scheme of Delegation: General Financial
Management
Para 2.7 authorises the appropriate Head of Service in consultation
with Chief Finance Officer and appropriate Executive Member to

Design, set, waive and levy individual fees and charges which the
Council is entitled to levy (statutory and non-statutory)

Option 1 - All fees have been calculated
having regard to Regulation 13 relating to fees and the Procedural
guidance to Local Authorities on fee setting produced by DEFRA
(October 2018). Fees have been calculated to allow recovery of all
reasonably anticipated costs.
Option 2 - To use alternative methods to calculate the fees. This
is not recommended as the current approach is considered
appropriate by Finance officers and uses a similar approach to that
adopted by other Surrey authorities
Option 3 - Where a local authority does not set and approve fees
for relevant activities, the authority may not recover associated
costs. This is not recommended.
