On 23rd March 2017 Executive considered a
report regarding the redevelopment of the site known as Marketfield
Way, Redhill.
Executive agreed:
(ii) That the Head of Property be authorised to progress Stage 3 of
the Marketfield Way project, in accordance with the strategy set
out in the Executive report dated 26 February 2015 and updates set
out in this report, and bring forward the development, retaining
the commercial elements and selling or letting the individual
residential units on the open market at completion of the
development
(iii) That the Marketfield Way project be progressed in accordance
with the updated financial parameters set out in the exempt report
in Part 2 of this agenda, including further land assembly,
appointment of construction consultants, appointment of
construction building contractors, placement of contracts to move
statutory services on site, and conclusion of pre let
arrangements;
On 2nd July 2020 Commercial Ventures Executive Sub Committee
agreed:
That delegations previously authorised to the Head of Property in
all previous reports to Executive, in relation to Marketfield Way,
are now made by the Head of Place Delivery.
The Council is required to now enter into a S185 agreement with
Thames Water in order to both protect and to divert existing sewers
on the Marketfield Way site to facilitate its development.
I, Peter Boarder, being the Head of Place Delivery authorise
entering into a Section 185 agreement with Thames Water relating to
alterations/diversion of a public sewer(s) to facilitate the
Marketfield site in accordance with the Executive Decision on 23rd
March 2017 and the Commercial Ventures Executive Sub Committee on
2nd July 2020.
To facilitate the development of Marketfield
Way.
To not enter into the S185 agreement which
would mean that the Council will not be able to complete the
development or in the alternative have to divert the sewer
resulting in substantial costs and a delay in programme.
