21/02/2019 - Development Management Plan: Main Modifications and Local Development Scheme ref: 382    Recommendations Approved

The report seeks approval for an updated Local Development Scheme (LDS) which sets out the timetable for the preparation of new policy documents in the borough.
The report provides an update on the examination of the Development Management Plan, including the Inspectors Post Hearing Advice and the resultant consultation on main modifications. Changes to the LDS reflecting the actual timeframes for the examination/adoption process for the DMP. The revised LDS also sets out an updated timetable for bringing forward a new plan to replace the current Core Strategy which was adopted in 2014.

RESOLVED that:

(i)            The Development Management Plan: Schedule of Main Modifications, set out in Annex 1 of the report presented, be endorsed for public consultation and that the Head of Planning, in consultation with the Executive Member for Planning Policy, be authorised to make any necessary amendments to the document as may be suggested by the Planning Inspector prior to public consultation and to collate and submit representations arising from the consultation to the Planning Inspector as part of the examination process.

     

(ii)          The revised Local Development Scheme (LDS), set out in Annex 2 to the report presented, be adopted and take immediate effect.

RESOLVED that members of the press and public be excluded from the meeting for agenda item 10 (Strategic Procurement of Facilities Management - Mechanical Services Contract - Exempt) under Section 100A(4) of the Local Government Act 1972 on the grounds that: (i) it involved the likely disclosure of exempt information as defined in paragraph 3 of Part 1 of Schedule 12A of the Act; and (ii) the public interest in maintaining the exemption outweighed the public interest in disclosing the information.

RESOLVED that the Council award a three year contract to the successful contractor, set out in the exempt report in Part 2 of the agenda, based upon annual orders placed for mechanical services for an initial three year term, commencing on 1st April 2019 – 31st March 2022, with the option for up to two one  year extensions (the extensions being subject to satisfactory performance and budget affordability).

13/02/2019 - Notice of Confirmation - Reigate and Banstead Borough Council (Marketfield Way) Compulsory Purchase Order 2018 ref: 368    Recommendations Approved

On 18th May 2017 Executive authorised that the Council make a compulsory purchase order to enable the redevelopment of the site known as Marketfield Way, Redhill.

The following relevant recommendation formed part of that report, that:

(iv) the Head of Legal Services be authorised, in consultation with the Head of Property and the Executive Member for Property, to seal the Orders and to take all the ancillary or necessary steps, including the publication and service of all statutory notices and presentation of the Council's case at any Public Inquiry, to secure the confirmation of the Compulsory Purchase Order by the Secretary of State and the vesting of the land in the Council;.
The Secretary of State for Housing Communities and Local Government on 28 January 2019 confirmed the Reigate and Banstead Borough Council (Marketfield Way) Compulsory Purchase Order 2018.
Notices of Confirmation of the CPO must be served within 6 weeks of the Order being confirmed (or such other period as is agreed with the Secretary of State) on:

(a) On each qualifying person;
(b) In a newspaper circulating in the locality; and
(c) By notices affixed to the site.
