This decision will be taken under urgency procedures.

Reason for urgency:
It is necessary for Council to approve the forecast tax base for 2023/24 in December 2022. This is in order to calculate the authority’s Council Tax income for 2023/24 for inclusion in the final budget recommendations in January 2023. When approved, the tax base also has to be shared with the Precepting bodies by the statutory deadline (31 January 2023) in order that proposed charges and income forecasts can be confirmed. Failure to obtain approval on 1 December 2022 would require an additional meeting of Council to be called before 31 January 2023.
