21 QUESTIONS BY MEMBERS
Five questions were asked and responses given by the Executive Member for Clean Communities - Councillor A.J. Kay (1), the Executive Member for Prosperous Borough - Councillor M.J. Miller (1) and the Executive Member for Safer Communities - Councillor S.N. Farrer (3) in accordance with Council Procedure Rule 14 and the order paper circulated at the meeting.

In answering his questions, Councillor Farrer, the Executive Member for Safer Communities, made a comprehensive statement on action he was initiating in relation to proposals by the Surrey County Council to introduce on-street parking charges. The intention of Councillor Farrer was to submit a response to the County following appropriate consultation with Members of the Borough Council.
22 RECOMMENDATIONS OF COMMITTEES AND THE EXECUTIVE
(a) Executive: 26th May 2011

In relation to Minute 5 (Appointments to Outside Bodies and Ad Hoc Groups) Councillor Mrs. J.S. Bray moved and Councillor B.C. Cowle seconded reference of the recommendation back to the Leader/Executive in accordance with Council Procedure Rule 15.

Upon being put to the meeting the Motion was declared lost, with 15 Members voting in favour and 25 against.

The recommendation of the Executive was then put to the meeting, following which it was

RESOLVED that the Recommendation of the Executive under Minute 5 (Appointments to Outside Bodies and Ad Hoc Groups) be adopted.

(Note: Councillors G.P. Crome and Mrs. R. Mill declared personal interests in the above matter).

(b) Overview and Scrutiny Committee: 9th June 2011

RESOLVED that the Recommendation of the Overview and Scrutiny Committee under Minute 12 (Overview and Scrutiny Committee: Annual Report 2010/11) be adopted.
23 STATEMENTS
None.
24 SEALING OF DOCUMENTS
RESOLVED to:

(i) authorise the sealing of any Orders, Deeds or Documents necessary to give effect to any matter contained in the Minutes of the meetings held between 7th April 2011 and 11th May 2011 (2010/11 Volume 6) and 19th May 2011 and 9th June 2011 (2011/12 Volume 1) and any previous Minutes; and

(ii) ratify the sealing of documents referred to in entries 37/11 to 59/11 in the Seal Register.
25 OVERVIEW AND SCRUTINY COMMITTEE: SUBSTITUTE MEMBERSHIP 2011/12
RESOLVED that the following be appointed as substitute Members for the remainder of the Municipal Year 2011/12:

26 LEADER'S ANNOUNCEMENTS
None.
27 MAYOR'S ANNOUNCEMENTS
The Mayor (Councillor B.A. Stead) reported that he would be attending the Priory Park Community Festival incorporating celebrations for Armed Forces Day on Saturday 26th June.

The celebrations for Armed Forces day would also incorporate a Freedom of the Borough Parade through Reigate town centre by the Princess of Wales's Royal Regiment.

The Mayor hoped that many Members would also attend and give their support to this major civic and community event for the Borough.

Finally, the Mayor announced that his first Civic Reception would take place at Gatton Hall on Friday 1st July.
