Part I
1 ELECTION OF MAYOR
RESOLVED that Councillor B.A. Stead be elected Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

The retiring Mayor then vacated the Chair and the newly elected Mayor (Councillor B.A. Stead) made the Declaration of Acceptance of Office and returned thanks for his election.

Councillor Mrs. J.M.A. Spiers expressed the Council's thanks and appreciation to the retiring Mayor and Mayoress for their services during the past Municipal Year. The Mayor and Mayoress (Mrs. B. Heywood Jones) presented the outgoing Mayor and outgoing Mayoress with medallions denoting their past offices.

The outgoing Mayor responded.
2 ELECTION OF DEPUTY MAYOR
RESOLVED that Councillor J.M. Stephenson be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

The Deputy Mayor made the Declaration of Acceptance of Office and returned thanks for his election.

Councillor M.A. Brunt expressed the Council's thanks and appreciation to the retiring Deputy Mayor and retiring Deputy Mayoress for their services during the past Municipal Year. The outgoing Deputy Mayor responded.
3 MINUTES
RESOLVED that the Minutes of the meeting held on 14th April 2011 be approved as a correct record and signed.

5 DECLARATIONS OF INTEREST
None.
6 LOCAL ELECTIONS - 5TH MAY 2010
RESOLVED that the report of the Chief Executive be noted.
7 ELECTION OF LEADER OF THE COUNCIL
RESOLVED that Councillor Mrs. J.M.A. Spiers be elected Leader of the Council up to and including the 2013/14 Municipal Year.
8 ALLOCATION OF SEATS ON COMMITTEES 2011/12
RESOLVED that the allocation of seats on Committees for the Municipal Year 2011/12 as set out in Appendix A to these Minutes be approved.
9 CONSTITUTION AND MEMBERSHIP OF COMMITTEES 2011/12
RESOLVED that the Constitution and membership of the Committees (including substitutes as provided by the Constitution) for the Municipal Year 2011/12 be in accordance with the nominations of the various Groups as set out in Appendix B to these Minutes.
10 SURREY COUNTY COUNCIL LOCAL COMMITTEE - 2011/12
RESOLVED that the following appointments be made in respect of the Surrey County Council Local Committee for the Municipal Year 2011/12:

11 INDEPENDENT REMUNERATION PANEL - 2011/12
RESOLVED that the following appointments be confirmed in respect of the Independent Remuneration Panel for the Municipal Year 2011/12:

Mrs. S. Jackson (term of office until 2013)

Mr. D. Seymour CB (term of office until 2014) (Chairman)

Mr. P. Sherar (term of office until 2015)

13 VOTE OF THANKS TO COUNCIL EMPLOYEES
Councillor Mrs. J.M.A. Spiers expressed the Council's thanks to the Council's employees for their services during the Municipal Year and the Chief Executive responded.
14 LEADER'S ANNOUNCEMENTS
The Leader of the Council (Councillor Mrs. J.M.A. Spiers) thanked Council for her election as Leader of the Council. She undertook to work hard, listen to Members and serve the Council well.
15 MAYOR'S ANNOUNCEMENTS
The Mayor announced that the Civic Church Service would be held at St. Paul's Church, Nork, Banstead in the Autumn. Full details would be sent to all Members in due course.

1The Mayor announced that the first business of the meeting was the election of the Mayor for the ensuing Municipal Year.

It was moved by Councillor N. Harris and seconded by Councillor Mrs. R.S. Turner that Councillor B.A. Stead be elected Mayor for the ensuing Municipal Year.

2It was moved by Councillor V.W. Broad and seconded by Councillor G.J. Knight that Councillor J.M. Stephenson be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

6The Chief Executive reported that on 5th May 2010 at the election of Borough Councillors, thirteen serving Members were re-elected together with the following new Members:

7It was moved by Councillor V.W. Broad and seconded by Councillor G.J. Knight that Councillor Mrs. J.M.A. Spiers be elected Leader of the Council up to and including the 2013/14 Municipal Year.

10Consideration was given to the appointment of nine Members to represent the Council on the Surrey County Council Local Committee (for highways/transport matters).
11Council in February 2008 had decided that appointments to the IRP should be on the basis of rolling three year replacement of current membership and under this arrangement the IRP will have a vacancy for 2011/12, with Mr. D. Seymour and Mr. P. Sherar serving until 2012 and 2013 respectively.

Government guidance stated that "... the Panel may become more effective as its knowledge and understanding of Members' allowances is increased. Accordingly, local authorities may wish to consider appointing members of the panel for several years, perhaps 3 to 5."

As the Council only had an IRP of 3, it was considered that there was some merit in increasing the term of office to five years. This would give IRP members a more meaningful tenure, ensure the Panel always had two experienced members with a good understanding of the Council and save on recruitment costs.
