1 ELECTION OF MAYOR
RESOLVED that Councillor Dr. L.R. Hack be elected Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

The retiring Mayor then vacated the Chair and the newly elected Mayor (Councillor Dr. L.R. Hack) made the Declaration of Acceptance of Office and returned thanks for her election.

Councillor Mrs. J.M.A. Spiers expressed the Council's thanks and appreciation to the retiring Mayor and Mayoress for their services during the past Municipal Year. The Mayor and Mayor's Consort (Mr Ian Hack) presented the outgoing Mayor and outgoing Mayoress with medallions denoting their past offices. The outgoing Mayor responded.
2 ELECTION OF DEPUTY MAYOR
RESOLVED that Councillor S.N. Farrer be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

The Deputy Mayor made the Declaration of Acceptance of Office and returned thanks for his election.

Councillor G.J. Knight expressed the Council's thanks and appreciation to the retiring Deputy Mayor and retiring Deputy Mayoress for their services during the past Municipal Year. The outgoing Deputy Mayor responded.
3 MINUTES
RESOLVED that the Minutes of the meeting held on 11th April 2013 be approved as a correct record and signed.
4 APOLOGIES FOR ABSENCE
Councillors Mrs. N.J. Bramhall, S.T. Bramhall, Mrs. G. Harper-Adamson, E. Humphreys, Mrs. D.A. Ross-Tomlin, Mrs. R.S. Turner and S.T. Walsh.
5 DECLARATIONS OF INTEREST

6 LOCAL BY-ELECTION - SOUTH PARK AND WOODHATCH - 2ND MAY 2013
RESOLVED that the report of the Chief Executive be noted.
7 ALLOCATION OF SEATS ON COMMITTEES 2013/14
RESOLVED that the allocation of seats on Committees for the Municipal Year 2013/14, as corrected, and set out in Appendix A to these Minutes be approved.
8 CONSTITUTION AND MEMBERSHIP OF COMMITTEES 2013/14
RESOLVED that the Constitution and membership of the Committees (including substitutes as provided by the Constitution) for the Municipal Year 2013/14 be in accordance with the nominations of the various Groups as set out in Appendix B to these Minutes.
9 SURREY COUNTY COUNCIL LOCAL COMMITTEE - 2013/14
RESOLVED that:
(i) the following appointments be made in respect of the Surrey County Council Local Committee for the Municipal Year 2013/14:

(ii) the ability to appoint substitutes was subject to further confirmation by the Local Committee.
10 POLICE AND CRIME PANEL: JOINT COMMITTEE - 2013/14
RESOLVED that Councillor V.W. Broad be elected as the Council's representative on the Police and Crime Panel: Joint Committee for the Municipal Year 2013/14.
11 INDEPENDENT REMUNERATION PANEL - 2013/14
RESOLVED that:

(i) the following appointments be confirmed in respect of the Independent Remuneration Panel for the Municipal Year 2013/14:
Mr. D. Seymour CB (term of office until 2014) (Chairman)
Mr. P. Sherar (term of office until 2015)

(ii) it be noted that there was a vacancy on the Panel for the period 2013 to 2016.
12 URGENT BUSINESS (IF ANY)

13 VOTE OF THANKS TO COUNCIL EMPLOYEES
Councillor Mrs. J.M.A. Spiers expressed the Council's thanks to the Council's employees for their services during the Municipal Year and the Chief Executive responded.
14 LEADER'S ANNOUNCEMENTS
None
15 MAYOR'S ANNOUNCEMENTS
The Mayor announced that the Civic Church Service would be held at St. Margaret's Church, Chipstead on 7th July 2013 at 3 p.m. Full details would be sent to all Members in due course.

The Mayor also announced that she would be celebrating the 150th anniversary of the Reigate and Redhill Municipal Borough as part of her Mayoral year and that the community were invited to undertake 150 minutes of volunteering during the year.

The Mayor announced that her charities for the year would be Surrey Crime Stoppers and the Royal Marsden Hospital.

2It was moved by Councillor Mrs. J.M.A. Spiers and seconded by Councillor M.A. Vivona that Councillor S.N. Farrer be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

6The Chief Executive reported that Simon Rickman had been elected in a by-election for the South Park and Woodhatch ward on 2nd May 2013.
9Consideration was given to the appointment of ten Members to represent the Council on the Surrey County Council Local Committee (for highways/transport matters).

It was noted that Surrey County Council were changing the operating arrangements for Local Committees from May 2013. Part of this change provided for the Local Committee to decide whether or not to allow the Borough Council's representatives to have substitutes. The Local Committee will determine this at its meeting on 17 June 2013. Council was therefore, at present, only being asked to appoint the Borough Council's representatives and not the substitute members. The number of places on this Committee had increased to 10 to reflect the boundary review of the County Council divisions (which increased from 9 to 10).
