The Committee was requested to classify a film for local viewing. Under the Licensing Act 2003 the Committee had an overriding power to classify films. The Chairman advised the Committee that it would be necessary to go into private session in order to view the film, before determining its classification. The committee’s attention was drawn to the following specific considerations to which it should have regard whilst watching the film, as set out in Annex 2 to the report on the agenda: • discrimination
• drugs
• imitable behaviour
• language
• nudity
• sex RESOLVED, that the public and press be excluded from the meeting during the viewing of the film. The Committee went into private session from 6.03pm until 7.15pm in order to view the film. The public meeting then resumed. The Committee noted that the film ‘Peacemakers’ had not been classified by the British Board of Film Classification (BBFC), which recorded a conversation between Jeremy Gilley and Prem Rewat talking about peace. The Committee also received a synopsis of the film. To assist the Committee in its classification role it received a copy of the established procedure for the consideration of such matters and the BBFC guidance on the classification of films. RESOLVED that the film be classified as a Certificate U. Reasons for the decision: 1. The Committee viewed the film and assessed it having taken account of the latest BBFC Guidance. 2. The Committee also had regard to the promotion of the relevant licensing objectives.
