Honorary Alderman: Conferment on Christopher Whinney

To consider the following Motion:

 

“That in pursuance of Section 249(1) of the Local Government Act 1972, the Council do confer upon

 

Christopher Whinney

 

the title of Honorary Alderman of the Borough of Reigate and Banstead, a most honourable distinction which it is the privilege of the Council to bestow, in appreciation and acknowledgement of the eminent services rendered by him to the Council from 2002 until 2022 as Councillor, and as an expression of the high esteem in which he is held by Council.”

Cllr Biggs moved the motion in favour of conferring Mr Whinney as Honorary Alderman. It was explained that the title of Alderman was conferred on those who give long service to the Borough and its residents with Mr Whinney having represented Reigate Ward for nearly 20 years.  He had been an active Member and a vocal advocate for residents. In addition to membership of Committees such as Employment, Licensing, Scrutiny and Local Plan Scrutiny, he was noted as an eloquent visiting Member of the Planning Committee. Mr Whinney also continued to advocate for better electric vehicle charging infrastructure including for this to be installed on home extensions as a condition of planning applications.

 

Cllr Harrison spoke to second the motion. Mr Whinney was described as formidable in his support for the issues brought to him by residents. His contribution to Planning was singled out. It was notable that he would seek the view of residents but would also take the time to understand the perspective of planners. Mr Whinney had worked to maintain the flora and fauna in the Borough and was an enthusiast for energy efficiency. It was anticipated that Mr Whinney would continue to attend Council and ask questions. As a great, great grandson of Charles Dickens, there were great expectations for him as an Honorary Alderman.

 

RESOLVED: That in pursuance of Section 249(1) of the Local Government Act 1972, the Council do confer upon Christopher Whinney the title of Honorary Alderman of the Borough of Reigate & Banstead, a most honourable distinction which is to the privilege of the Council to bestow, in appreciation and acknowledgement of the eminent services rendered by him to the Council from 2002 until 2022 as Councillor, and as an expression of the high esteem in which he is held by Council.

 

Mr Whinney addressed Council. The title of Honorary Alderman was humbly accepted. Tribute was paid to officers.

Ceremony of Presentation: Arrangements

To authorise all arrangements to be made in connection with the ceremony of presentation, when circumstances allow; and any reasonable expenditure in accordance with the Local Government Act 1972, Section 249(6).
