Part I
1 ELECTION OF MAYOR

The Mayor announced that the first business of the meeting was the election of the Mayor for the ensuing Municipal Year.

It was moved by Councillor Mrs. D.A. Ross-Tomlin and seconded by Councillor V.W. Broad that Councillor Mrs J.M.A. Spiers be elected Mayor for the ensuing Municipal Year.

 

There being no other nominations it was

 

RESOLVED that Councillor Mrs J.M.A. Spiers be elected Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

 

The retiring Mayor then vacated the Chair and the newly elected Mayor (Councillor Mrs J.M.A. Spiers) made the Declaration of Acceptance of Office and returned thanks for her election.

 

Councillor J.M. Ellacott expressed the Council’s thanks and appreciation to the retiring Mayor and Mayoress for their services during the past Municipal Year. The Mayor and Mayor’s Escort (Mrs P. Higgleton) presented the outgoing Mayor and outgoing Mayoress with medallions denoting their past offices. The outgoing Mayor responded.
 

2 ELECTION OF DEPUTY MAYOR

It was moved by Councillor G.J. Knight and seconded by Councillor R.S. Mantle that Councillor D.T. Powell be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

 

There being no other nominations it was

 

RESOLVED that Councillor D.T. Powell be elected Deputy Mayor of the Borough of Reigate and Banstead for the ensuing Municipal Year.

 

The Deputy Mayor made the Declaration of Acceptance of Office and returned thanks for his election.

 

Councillor R.S. Mantle expressed the Council’s thanks and appreciation to the retiring Deputy Mayor and retiring Deputy Mayoress for their services during the past Municipal Year. The outgoing Deputy Mayor responded.
 

3 MINUTES

RESOLVED that the Minutes of the meeting held on 16th April 2015 be approved as a correct record and signed.

4 APOLOGIES FOR ABSENCE

Councillors J.A. Clarke, Dr Z. Grant-Duff, R. Harper, Mrs R. Mill, S. Rickman and S.T. Walsh.

5 DECLARATIONS OF INTEREST

None.

6 LOCAL ELECTIONS 7 MAY 2015

The Chief Executive reported that at the election of Borough Councillors on 7th May 2015, ten serving Members were re-elected together with the following new Members:


Horley West - David Jackson
Meadvale & St. Johns - John Godden
Preston - Jamie Paul
Redhill East - Richard Coad
Reigate Central - Rosemary Absalom
Reigate Hill - Zully Grant-Duff
South Park & Woodhatch - Derek Allcard
Tadworth & Walton - James Clarke


RESOLVED that the report of the Chief Executive be noted.
 

7 ALLOCATION OF SEATS ON COMMITTEES 2015/16

To determine the allocation of seats on Committees.

RESOLVED that the allocation of seats on Committees for the Municipal Year 2015/16 as set out in Appendix A to these Minutes be approved.

8 CONSTITUTION AND MEMBERSHIP OF COMMITTEES 2015/16

RESOLVED that the Constitution and membership of the Committees (including substitutes as provided by the Constitution) for the Municipal Year 2015/16 be in accordance with the nominations of the various Groups as set out in Appendix B to these Minutes.

9 SURREY COUNTY COUNCIL LOCAL COMMITTEE - 2015/16

Consideration was given to the appointment of ten Members to represent the Council on the Surrey County Council Local Committee (for highways/transport matters).

 

RESOLVED that the following appointments be made in respect of the Surrey County Council Local Committee for the Municipal Year 2015/16:


Councillors M. Blacker Councillors J. Paul
R. Coad T. Schofield
Dr L.R. Hack Mr R.S. Turner
D. Jackson N. Harris
R.C. Newstead B. Truscott
 

10 POLICE AND CRIME PANEL: JOINT COMMITTEE - 2015/16

RESOLVED that Councillor V.W. Broad be elected as the Council’s representative on the Police and Crime Panel: Joint Committee for the Municipal Year 2015/16.

11 INDEPENDENT REMUNERATION PANEL - 2015/16

RESOLVED that the following appointments be confirmed in respect of the Independent Remuneration Panel for the Municipal Year 2015/16:

 

• Mr William Young (term of office until 2017)
• Mr Paul Whitehouse (term of office until 2018)
• Mrs Tracey Jessup (term of office until 2016)
 

12 URGENT BUSINESS (IF ANY)

13 VOTE OF THANKS TO COUNCIL EMPLOYEES

Councillor V.W. Broad expressed the Council’s thanks to the Council’s employees for their services during the Municipal Year and the Chief Executive responded.

14 LEADER'S ANNOUNCEMENTS

The Leader of the Council announced that the Council had been shortlisted in this year’s Municipal Journal Awards and gave thanks to everyone at the Council who had contributed to its performance

15 MAYOR'S ANNOUNCEMENTS

The Mayor announced that the Civic Church Service would be held at The United Reform Church, Shaw’s Corner, Redhill on Sunday 14th July 2015. Full details would be circulated to all Members in due course.

 

The Mayor also announced that those present should have received an invitation to the charity lunch at The Clink Restaurant, Highdown Prison, Banstead on 17th July 2015.
